CGDNOTE364APRIL2024OpportunitiesforaNewCompactbetweenGaviandPartnerCountriesAnastassiaDemeshkoandTomDrakeHealthaidinitscurrentformisfragmented,burdensome,andlackscountryownershipinhowitisallocated.COVID-19stalledorset-backprogressonhealthgains;therearetighteningfiscalpressuresonhealthforcountriesanddonors;andthereareincreasingcallstorebalancepowerdynamicsinglobalhealth.Gavi’snextstrategicperiod,knownas“Gavi6.0”,offersanopportunitytoredefinetheAlliance’sfinancingmodalitiesandrespondtothechallengesforthefutureofglobalhealth;particularlyasitleadsintothe2030SustainableDevelopmentGoalsdeadline.ThisCGDNoteoutlinesaproposalforaNewCompactbetweenGaviandpartnercountries.WeoutlineapackageofpolicyshiftsforGavitoconsider,inlinewiththecoreapproachofprioritisingcountryownershipandfinancingofthehighestpriorityvaccineswhilehealthaidisprovidedatthemargin.Thesetofrelatedpolicyshiftscentreonreworkinghealthservicefinancing,andarecomplementedbyadaptingpooledprocurement,strengtheningmarketshaping,ensuringcomprehensivecoverage,andadvancingdonorharmonisation.Aspartofthis,weoffernextstepsforhowGavicanactontransitioningtotheNewCompactapproach.ChallengesfacingGavianditspartnercountriesAtamacro-level,countriescontinuetorecoverfromthepandemicandrespondtoanevolvinggloballandscape—growingconflictandfragility,thepolycrisisinvolvingclima...
