PublicDisclosureAuthorizedThisprojectisfundedbytheEuropeanUnionPublicDisclosureAuthorizedAdvancingSocialProtectionintheWesternBalkans:OpportunitiesforReformApril2023PublicDisclosureAuthorizedReformingsocialprotectionsystemshasbecomemoreimportantrecentlyduetovariousglobalcrises,drawingattentiontothisunfin-PublicDisclosureAuthorizedishedagendaintheWesternBalkans.1ThesixWesternBalkancountries,Albania,BosniaandHerzegovina,Kosovo,Montenegro,NorthMac-edonia,andSerbia,needsocialprotection2morethanever.Millionsofpeopleintheregionremainvulnerabletoarangeofwell-knownrisks,withshocksandnewsourcesofvulnerabilityexacerbatingtheurgencyofreform.Thesecountriesaretakingstepstoimprovetheirsocialpro-tectionsystemstomakethemfairer,moresustainable,moreeffectiveandbetterabletorespondtopeople’sneeds.However,progressisslowanduneven.SocialprotectionsystemsacrosstheWesternBalkansarecomprehen-siveandcomplex,spanningmultipleobjectives.Toreducepovertyandvulnerability,reformsarenecessary,andgovernmentsshouldfocusonfourmainareas:(i)establishingstrongfoundationsforsocialprotectionsystemstobetterrespondtocrises;(ii)expandingcoverageandeffec-tivenessofpoverty-targetedprogramstoimproveinclusionandsupportforvulnerablepopulations;(iii)facilitatingaccesstobetteremploymentopportunitiesandpromotinglabormarketinclusion;and(iv)ensuringthefinancialsu...
